Puerto Sira Municipality who undersigns the present document certifies that
bananas and plantains are extremely sick with a fungus called Black Sigatoka. The trees are dying.
The Ministry of Agriculture has tried by all known means and methods, for example:

In spite of all these efforts, the epidemic is spreading on a grand scale. Dr Gloria Guzman Mendez came to this area and worked gratis with the farmers teaching them the technique of the agricultural science called Homa Therapy, for the eradication of sickness and also to cultivate and produce healthy crops. She had a complete success in the elimination of this disease with this technique, which is of low cost and which does not require chemicals. We recommend that people make use of the knowledge of Dr Guzman, which she is offering free of charge, to improve the agriculture in our area.
We should make it known to the Peruvian nation and the international community that the AEMINPU has a technical team trained in Homa Organic Farming who are at the disposal of all the agro-cattle communities to render services for the eradication of plagues and diseases and to protect and immunize large areas of crops.
